1.     Summary

With ICT (Information Communication Technology), the driving force behind openness and innovation, becoming a key dimension of globalization, society can establish a communication system and manage it well. As a result, mobile phone access and use increased explosively in all regions, enabling and promoting the expansion of markets, social projects and public services not only for the rich countries but also for the poor countries, especially at the bottom of the pyramid. In addition, the full range of economic services available to mobile phones began to emerge, and access to knowledge gradually opened up. And technology has allowed people to develop themselves or gain freedom, and the poor have the potential to develop through innovation. But the negative aspects and vulnerabilities of communication bases should not be forgotten, as mobile phones are likely to be used to incite violence, cybercrime and terrorism.

2.     Interesting point

The interesting part was that ICT technology could have a positive impact on the poor as well. As ICT technology advances, I thought that the development of technology would be disadvantageous for poor countries that are likely to fail to use it, but after reading this article, I came to think that ICT technology could also affect the development of poor countries.

3.     Discuission

I think ICT can help poor countries develop, but development as much as advanced countries is impossible. Indeed, there is a certain gap in information between developed and developing countries. What do you think?
