W6. Land recycling / Lee Se Hyun

Summary

Recycling of land is the reuse of land that has been abandoned, empty or unused for redevelopment, land use change. Land recycling guarantees the reuse of land for the purpose of improving the environment. The purpose is to clean contaminated land, industrial development (residential, industrial, mixed use) and to create space protection zones (local parks, urban parks). In the case of ordinary land recycling, it is mainly implemented in poor communities, where it is difficult to use abandoned and underutilized land. In other words, land recycling has the nature of facilitating and stimulating reinvestment in historically marginalized areas.

There are three main forms of land recycling. The most common form of land redevelopment is the redevelopment of abandoned or unused buildings. By reusing existing buildings, they are highly efficient with minimal environmental damage. Redevelopment of Brown Field, Brown Field means contaminated area. Redevelopment of Brown Field has the effect of reducing the stress of the surrounding environment. Non-infrastructure redevelopment has the nature of returning to the local community by developing underprivileged areas, not urban environmental redevelopment.

Land recycling has the advantages of social, economic revitalization, sustainability, alternatives to sprawl, development to the core of the city, and address climate change, but there are also disadvantages. It is a disadvantage that can be seen mainly in capitalist markets of capitalism. Market factors, risks of environmental responsibility, uncertainties and costs, complex and confusing regulations, the lure of greenfield. That is, land recycling is a business that requires many advantages. There are tremendous benefits of improving people's lives, revitalizing the economy, society and developing, but there are also such risks.
Therefore, experiments to improve the efficiency of land recycling in various ways continue in advanced countries. For example, in Germany, the government encouraged the recycling of land, thereby improving the environment and promoting the development of local communities. Based on these results, a strategy is established and a better direction

Interesting point

Korea also has a variety of land recycling. To develop Songdo, a former landfill, into a world-class city (Brown Field Redevelopment), to transform an elementary school in rural areas closed due to a lack of population into a gallery, to return it to the community (to create a space protection zone), and to create a new town (industrial development). Land recycling in Korea is quite successful. Many cities and regions have many problems in the early stages of land recycling. But I expect it will be resolved over time. I also live in a land-recycled area now. Comparing the past and present appearance of the region, we admire many changes. Land recycling should continue in the future. However, even in the midst of land recycling, continuous vigilance against the environment is needed, and citizens will need to be monitored at the social level.

Question

Land recycling has many advantages. However, people in poor redevelopment areas cannot live in their own areas and move to other areas after being redeveloped due to economic difficulties. What should we do to solve this?
