1.Summary
A noticeable change in ICT development is that mobile phone access and use have exploded in all areas. It is to allow access to people "at the bottom of the pyramid" through a mass business model with very low margins. In both poor and wealthy countries and populations, cell phone use has enabled and promoted the expansion of markets, social enterprises and public services. A full range of economic services have emerged as possible with mobile phones: banking and financial transactions, marketing and distribution, employment services, personal services, public services. Beyond economic impact, improvements are being made in the freedom or aspects of well-being at different levels, such as individual security, political participation and responsibility, peace, dignity and opportunity. But we must not forget the negative aspects and possibilities of communication-based transformation, such as cell phones being used to fuel violence, cybercrime and terrorism, and the vulnerabilities that could arise from communication disruptions. Also, national and international, the control of communications is often contested, and the openness of networks remains a constant battle. Concerns have been raised over the reversal of competition, access and costs, as well as the reassurance of political and vested rights.

2. Interesting Point
Through the system and ICT development, ICT technology has become aware of expanded public services. Until I read the paper to the end, I read it critically because I thought there was a limit to the use of cell phones in poor and poor countries. However, to solve these problems, I thought that the system took into account social development in that it ensured equality of technology for the poor through the low-margin mass business model. But this does not mean that it is completely equal. Although the world is "comparatively" better, I think there is still a difference in the use of devices and services that can be enjoyed. They also agreed that the development of ICT has created new problems in violence, cybercrime and terrorism. The information gap has definitely narrowed compared to the past, and it is time to think about new problems caused by ICT development.

3.Discussion
Massive business models with very low profits are said to have given both the 'poor' and the 'poor country' an opportunity to reach information. But I still think that inequality exists, such as information gaps. What do you think?
