W12. ICT, Development, and Poverty Reduction: Five Emerging Stories/ Kim Seonghui
1. Summary
ICT technology has brought about great economic, social and political changes. In particular, one of the changes made with this technology has enabled the expansion of markets, social projects and public services. It is also important to note that there are negative aspects of cell phones, such as cybercrime and terrorism. The openness and control of these networks raise concerns about political vested interests with control. Nevertheless, the mobile Internet has had a great impact on the bottom layer of the hierarchy. For example, increasing mobile access and mobile-based services can give them greater access to public services. So poor people spend a lot of disposable income on these cell phones.
The author talks about how ICT technology has affected them in five areas. The first is the part just summarized above. The second is employment, finance and business, which are carried out over the network. These include mobile banking and mobile loans. Third, access to knowledge is increasingly open. For example, you can learn a variety of knowledge, including public policies and public social knowledge. The fourth is the ability and freedom that can be achieved through technology. Through technology, people can fight for social justice and develop themselves for better self. The fifth is the development of the poor through innovation. Here ICT technology is the platform and propagator for innovation of the technology itself. Not only that, it also becomes a catalyst and knowledge provider. The author believes that the ongoing development of ICT technologies will greatly help the poor, such as overcoming poverty.
2. New/Interesting
I learned how ICT technology had a positive effect on the poor (in the text, expressed as those at the bottom of the pyramid). I agree that these ICT technologies can overcome poverty or give more knowledge to the poor. And for this reason, I have come to realize once again that these technologies are becoming basic human rights in that they spend a lot of money on cell phone use. But I still think devices that can use these technologies are still expensive for everyone to have. Welfare services can provide these devices to the poor, but devices quickly evolve and emerge as new products. As soon as these devices were released, I thought that the gap will be created again, between those in the class who could afford to buy them and those who didn't might be.
3. Discussion
ICT technology can greatly help reduce the digital divide by increasing the accessibility of information. However, I think that applying this technology or using this technology to find deeper knowledge will require another knowledge. Wouldn't this knowledge lead to another digital divide? What do you think? Do you think ICT technology will completely eliminate class or inequality?
I think that access to ICT technology can certainly create new gaps. But as I think access to these technologies is getting better and better, I think the infrastructure will be better organized over time and, rather, easier for more people to access information.
